Doug is Special Counsel with over 25 years of civil litigation experience. Doug served as the North Dakota Solicitor General and Director of the Civil Litigation Division of the North Dakota Office of Attorney General for over 16 years. As the Director of the Civil Litigation Division, Doug was the chief civil litigator for the State of North Dakota. Prior to being the Director of the Civil Litigation Division, Doug was an assistant attorney general in the Civil Litigation and the State & Local Government Divisions of the North Dakota Office of Attorney General. Prior to working for the North Dakota Office of Attorney General, Doug clerked for Justice Jerry L. Larson of the Iowa Supreme Court.
Doug’s practice includes federal and state trial practice, federal and state appellate practice, and state administrative practice. He has defended hundreds of civil cases in state and federal courts. In addition to civil cases, Doug has represented clients in over 100 administrative actions before the North Dakota Office of Administrative Hearings, ranging from professional licensure cases to employment matters. Doug has appeared, by brief or oral argument, over 80 times at the North Dakota Supreme Court, 17 times at the Eighth Circuit Court of Appeals, and occasionally at other U.S. Courts of Appeals.
Doug has defended numerous tort, personal injury, civil rights, employment, and discrimination cases against state agencies, officials, and employeess. Doug has also defended many cases challenging state law or state governmental action under the state and federal constitutions.
Doug also has legislative experience. During his employment at the North Dakota Office of Attorney General, Doug drafted and reviewed legislation, testified before legislative committees, and assisted legislators and legislative committees with rewriting bills.
